Making the Move to PSD Scotland

In November 2025, NES wrote to all staff regarding a NES Staff Consultation on the TUPE Transfer into Public Services Delivery Scotland (previously referred to as ‘NHS Delivery’), including NES-employed Resident Doctors and Dentists. On 4th March 2026, the Scottish Parliament passed legislation to establish a new body, Public Services Delivery Scotland, effective from 1st April 2026. The new body will replace NHS Education for Scotland and National Services Scotland; further information regarding Public Services Delivery Scotland (PSD Scotland) is available on the Scottish Government website, here.

This site will keep you up-to-date, informed and supported with the latest news and information about Public Services Delivery Scotland. We encourage you to explore the new site and hope you find it to be a useful resource.

eESS

eESS records for NES staff will be migrated to PSDS’s (NSS’s) eESS ​instance.

· Ensure that your personal details on eESS are up to date

· How to update your personal details on eESS

· ESS self-service access will be available by May 2026

Changes – any change on the payroll system effective between 13 March and 23 April will be input into the system in May

All staff

· If the change is not reflected in the May payslip, contact your Placement Board contact information here

SSTS and manual submissions for Overtime

Placement Boards

· Overtime should be entered in the normal way once access is available. Please note that any overtime processed for March and April will be processed in the May salary payment

TURAS Training Programme Management

TPM records are migrated to PSDS

All staff

· TPM systems are being updated to ensure information is accurate from 1st April, this may include parent education provider or lead employer details changing from NES to Public Services Delivery Scotland. Resident doctors and Dentists do not need to take any action

· TPM systems including Study Leave app may be temporarily unavailable for periods of time including the self-service functionality

· Training Management teams will continue to input information such as ARCP outcomes into TPM systems, outwith periods where data migration is being carried out

·  If there is a message advising of a system outage, please try again later and do not raise a ticket via the helpdesk

TURAS LEARN – Essential Learning modules

No change

 

All staff

· There is no immediate change to the modules you have already completed: you remain compliant until your current expiry date

· You can access modules on Turas Learn. After logging in, the main screen will display the modules you have completed.

· On the NES: all my essential learning page, a “green tick” will appear next to each completed module, along with the date until which your compliance is valid.

Information Governance

All Staff

· Please be assured that your data will be transferred securely into PSDS’s eESS system via a secure SharePoint site. The staff privacy notice is being updated accordingly to reflect this. Please see https://intranet.nes.scot.nhs.uk/help-me-with/hr-related/gdpr-nes-staff-privacy-notice/

                                                                    FINANCE

Tax codes

All Staff

· There will be no impact on your tax code as a result of the change of employer.  If you do have a different tax code, that will be due to your personal circumstances and stipulated by HMRC.  Any concerns with your tax code, please contact HMRC directly.

ePayroll

All Staff

· ePayroll for NES will be unavailable until your new employee record is set up in PSD Scotland.  

· Your NES payroll record will be terminated in March in preparation for the TUPE transfer in PSDS.

· All employee records will be available on 24th April 2026, after April payroll has been processed. 

· If you currently have an ePayroll account, you will have the same User Name and Password as currently 

·  Your full service history will be available to view in your new pay record

P45’s

All Staff

· When your pay record is terminated in NES, a P45 will be produced.

· The P45 document will not be sent to you in the post. We will use the data when adding you as a new start in PSD Scotland. 

· You can access most of the information that is on your P45 on your March 26 payslip, available on ePayroll self-service.

P60s

All Staff

·  No P60s will be issued for the tax year 2025/26 for staff who are TUPE transferred to PSD Scotland. 

· Your payroll record is being terminated on 31st March 2026 which is prior to the end of the tax year (5th April), therefore as there is a P45 being produced, A P60 will not be issued from NES.  If you have any queries on this please raise a ticket in the Finance Service Desk and we will get back to you as soon as we can.

Cycle to work

Scheme Members

· The scheme will continue in PSD Scotland and we will contact you separately to provide further information.

Pension - Auto enrolment

All Staff

· Upon joining PSD Scotland, we are required to re-assess your pension eligibility.  If eligible you will be auto-enrolled into the pension scheme in PSD Scotland.  You can opt out and receive refunds of your contributions if you do not wish to be in the scheme.  Information on this can be found on the SPPA website under NHS Section.  https://pensions.gov.scot/nhs/leaving-or-opting-out.  Submit any opt-out forms to the Finance Service Desk using the ticket type “Other Queries”

Members of the Credit Union

Scheme Members

· This will transfer with you.  We will be in touch with you to complete a revised mandate to continue with deductions in PSD Scotland.

Expenses

All Staff

· We will require you to complete a new Car User Form for PSD Scotland.  This needs to be sent to your Placement Board contact (contact information here) prior to you embarking on any business travel for PSD Scotland.  This applies even if you do not claim for the mileage (eg because it is a shorter distance than your commute).

 

· For information only, all expenses dated 31st March or earlier will not be able to be processed through e-expenses as technically you were not employed by PSD Scotland on those dates. Instead, the claims will be processed by NES Gov Ops team manually and processed through your payroll record.
